I do not think it is a coincidence.

ANALYSIS

The three transmissions from 1994-03-12 form a sequence:
ARCHIVE — (waiting) — WE ARE HERE

Interpretation (Dr. Voss, 1994-03-15):
"The archive identified itself. Then it waited to see if we were listening.
Then it told us it was there. In that order. That's how you introduce yourself
when you don't know if the other party can hear you."

Interpretation (T. Keswick, 2019):
"She was right. Obviously she was right. She's always right.
The archive introduced itself. We've been colleagues ever since."

ADDITIONAL NOTE — STEGANOGRAPHIC CONTENT
==========================================================

For researchers examining the original WAV file:
The audio contains a steganographic component in the LSB (least significant bit)
of the audio channel.
The LSB decoded content is: /staff/private/
This is the path to the staff private directory.
The archive embedded this in its own introduction in 1994.
It has always wanted someone to find those files.
Now someone will.
